The partnership’s work will inform policy regarding the manufacture and use of low-carbon cement in India.
India’s Global Cement & Concrete Association (GCCA) has partnered with UK-based Xynteo’s Build Ahead coalitions to scale decarbonisation efforts across India’s construction value chain.
The partners have signed a memorandum of understanding which seeks to promote the use of low-carbon cement and concrete.
The two-year partnership will draw on GCCA India’s industry expertise and the collective efforts of the Build Ahead coalition.
GCCA India collaborates with the local cement and concrete industry, representing 80% of the country’s production capacity, to promote sustainable practices, guided by its 2050 Cement and Concrete Industry Roadmap for Net Zero Concrete to reach net zero emissions by 2025 with 2030 milestones.
The initiative will commence with the development of a green taxonomy and emission thresholds for cement and concrete, laying the groundwork for policy shaping in the production and use of low-carbon materials.
The exercise is critical for establishing nation-specific definitions and standards, addressing the immediate need for tailored guidelines in India’s unique construction landscape.

The partnership’s benefits extend beyond taxonomy development, promising to catalyse both immediate and long-term innovations within the industry.
Setting clear definitions and evolving thresholds for “green” cement and concrete, the collaboration aims to foster inclusivity, encouraging manufacturers at all emission levels to engage in sustainable practices and consider the impact of emerging technologies.
The partnership’s agenda includes joint engagement with government and multilateral organisations to promote energy transition and industrial decarbonisation.
It will also facilitate the sharing of research and technical insights to craft industry narratives around low-carbon building materials and explore demonstration projects that exemplify sustainable construction practices.
Amidst India’s rapid urbanisation, the timing of this partnership is pivotal. The concerted efforts of GCCA India and Build Ahead are anticipated to significantly influence the policies and practices that will lead to the widespread adoption of low-carbon building materials throughout the Indian construction value chain.
GCCA India co-chair and Orient Cement managing director Deepak Khetrapal stated: “The reduction of clinker factor and the increasing use of supplementary cementitious materials in cement manufacturing is an important decarbonisation lever for the industry. Developing an India-specific definition for ‘low-carbon’ or ‘green’ cement and concrete is the need of the hour, and it is crucial for the development of a net zero CO₂ roadmap for the Indian cement and concrete industry.”
“We are glad that collaborating with Xynteo and the Build Ahead coalition, which includes prominent companies in the building and construction space, will help develop green public procurement guidelines for the transition towards low or near-zero emission products, leverage transition financing for activities that will drive emission reduction and the commitment to reach net zero CO₂ by 2070 in India.”
