July 1 marked a crucial milestone in the Capital’s fight against air pollution as petrol pumps stopped providing fuel to end of life vehicles (EoL) which have exceeded the life span of 10 years for diesel vehicles and 15 years for petrol vehicles.
The move, which is in accordance with the directions of the Commission for Air Quality Management (CAQM), Transport Department along with the Delhi Police and traffic personnel, will affect around 62 lakh vehicles (61,14,728) in Delhi alone. NDTV reported that there are 27.5 lakh overaged vehicles (as of March 2025) in Haryana, 12.69 lakh in Uttar Pradesh and 6.2 lakh in Rajasthan.

Authorities said the end-of-life vehicles will be identified by Automatic Number Plate Recognition (ANPR) cameras set up at 498 fuel stations. Once it is established that the vehicle is beyond the permitted life span, the fuel station operator will be alert and the vehicle number will be shared with enforcement agencies who will further impound and scrap it.
WHAT IS THE VEHICLE SCRAPPING POLICY?
The Delhi government has introduced a vehicle scrappage policy for older vehicles. Here are the three steps:
Choose an Authorised Scrapping Centre: Vehicle owners can select a government-approved scrapping centre of their choice. A list of these centres is available on the Delhi Transport Department’s official website. Once selected, owners can contact the centre to schedule an appointment. Some centres also provide the option to book online.
Prepare the Required Documents: Owners must ensure they have the necessary documents, including the vehicle registration certificate (RC), identity proof (Aadhaar card, PAN card, etc.), and a copy of the vehicle’s insurance policy. On the scheduled date, the vehicle should be taken to the chosen scrapping centre, where it will be inspected, and the documents will be verified. The vehicle’s value will be determined based on its weight and the current metal market rate.
Receive the Scrapping Certificate: After the vehicle is scrapped, the centre will issue a scrapping certificate. This certificate is crucial for availing of incentives when purchasing a new vehicle.
Although scrapping facilities are not physically located in Delhi, most have liaison offices in the city and maintain contact numbers available on the government website. Vehicle owners can also call these helplines for assistance or to clarify the process, Moneycontrol reported.
WILL YOU GET ANY INCENTIVES?/strong>
Commercial Vehicle Manufacturers, namely Tata Motors, Volvo Eicher Commercial Vehicles, Ashok Leyland, Mahindra & Mahindra, Force Motors, Isuzu Motors and SML Isuzu, have offered a discount equivalent to 3 per cent of the Ex-Showroom Price for a commercial cargo vehicle with more than 3.5 tonnes GVW scrapped by the owner within the last six months and a discount equivalent to 1.5 per cent of the Ex-Showroom Price for a commercial cargo vehicle with less than 3.5 tonnes GVW scrapped by the owner within the last 6 months.
The discount to be offered to a person buying a vehicle against a Traded Certificate of Deposit of a Scrapped Commercial Vehicle would be equivalent to 2.75 per cent of the Ex-Showroom Price for scrapping a commercial cargo vehicle with more than 3.5 tonnes GVW and a discount equivalent to 1.25 per cent of the Ex-Showroom Price against a Traded Certificate of Deposit for scrapping a commercial cargo vehicle with less than 3.5 tonne GVW. This scheme may also be considered for buses and vans.
Passenger Vehicle Manufacturers, namely Maruti Suzuki India Ltd, Tata Motors, Mahindra & Mahindra, Hyundai Motor India, Kia Motors, Toyota Kirloskar Motor, Honda Cars, JSW MG Motor, Renault India, Nissan India and Skoda Volkswagen India, have offered discounts of 1.5 per cent of the ex-showroom price of a new car or Rs 20,000, whichever is less, against the passenger vehicle scrapped by the owner in the last six (6) months. Details of the scrapped vehicle are to be linked in the Vahan system. Companies may voluntarily offer additional discounts on identified models. Individual Passenger Vehicle Manufacturer may have the liberty to extend this discount only on the identified models, within their vehicle portfolio. As the car is not getting exchanged but only scrapped, hence between exchange and scrap discount, only scrappage discount will be applicable.
Mercedes Benz India has offered a flat discount of Rs 25,000, which will be over and above all existing discounts.
These Original Equipment Manufacturers (OEM) discounts are in addition to the scrap value provided by RVSFs to the vehicle owners and existing incentives of Motor Vehicle tax concession, waiver of fee for issuance of certificate of registration and waiver of liabilities by Government of India under the Vehicle Scrapping Policy linked to the certificate of deposit (CD) on purchase of a new vehicle, applicable in many states.
ARE THERE ANY ALTERNATIVES AVAILABLE?
If a vehicle owner prefers not to scrap their old vehicle, they have the option to convert it into an electric vehicle. To do so, they need to reach out to authoriSed agencies. However, the conversion process can be quite costly, with expenses ranging from Rs 4-6 lakh.
For owners looking to transfer their vehicle to another state, they can obtain a No Objection Certificate (NOC) from the Transport Department, ideally six months before the vehicle’s registration expires. Once the NOC is received, the vehicle can be driven or sold in the new state.
